NHS staff set to become redundant under restructure plans

Leicestershire NHS staff are set to lose their jobs with more than 100 staff planning to leave by June this year, it has been confirmed.

Leicester, Leicestershire and Rutland NHS Integrated Care Board (LLR ICB), along with Northamptonshire Integrated Care Board (NICB), are planning to see around 170 staff leave as part of a national directive to cut headcount by 30 per cent.

It comes after LLR ICB merged with NICB in what the NHS hoped was a "leaner, simpler NHS with clear roles" with more ICBs merging across the country and a nationwide NHS directive to cut ICB running costs by up to 50 per cent in 2025.

The changes meant that ICBs were asked to significantly reduce running costs, assume different responsibilities and focus more on their role as a "strategic commissioner".

ICBs manage local NHS budgets, set strategic plans, and work with partners to improve population health, with the cuts primarily targeting administrative and management roles, including human resources, communications, and assurance roles.

According to a recent report by LLR ICB and NICB, two rounds of voluntary redundancies have already taken place, with 138 applications currently being progressed, with staff set to exit by June this year.

Approximately 650 staff across four organisations, including both ICBs and two commissioning NHS support units, were involved in the consultation process.

NHS bosses are planning to fill roles affected by the restructure, with potential compulsory redundancies to follow after the voluntary process finishes.

It is still unclear the full extent of the job cuts due to the ongoing redundancy process with NHS bosses confirming that it was "dependent on take‑up levels and national funding decisions that are not yet fully confirmed".

A spokesperson for the ICB cluster said: "The programme to reduce the number of ICB staff is part of the national mandate to significantly reduce the running costs of ICBs nationally which has led to clusters being formed across the country including here in Leicester, Leicestershire and Rutland in our work to form a cluster with Northamptonshire.

"The reduction in staff numbers is being delivered in phases, is largely voluntary, and is dependent on take‑up levels and national funding decisions that are not yet fully confirmed. As such any headline number around total numbers and financial savings at this stage would risk misrepresenting the situation.

"The ICB cluster's approach has therefore been to proceed only where affordability is clear, to maintain financial control throughout. We will update the position as and when there is sufficient certainty to do so."
